No. They would have been in Slytherin if the Weasleys didn’t hate Slytherins so much.

Remember that whole thing where your house is ultimately up to you, when you show traits from multiple houses? And do you remember how much pressure Ron was feeling to be in Gryffindor, since the rest of his family was reppin the scarlett and gold? Do you not think that the twins and Percy might have asked the Sorting Hat not to be placed in Slytherin, just as Harry did?

It fits into the plot quite nicely and could explain why both the twins and Percy rebelled in their own ways; perhaps they had to suppress their Slytherin sides for so long that their frustrations manifested as pranks or poor judgement calls. It’s discrimination built in to the story world, not shitty call by the author.
